THE IMPORTANCE OF THE SHADOW ECONOMY IN THE COUNTRY'S BUDGET

The shadow economy is a set of economic activities that are not reflected in official statistics and are not taxed. Its impact on the country's budget is multifaceted and contradictory. On the one hand, the shadow sector contributes to the loss of significant state revenues, reducing the efficiency of the tax system and limiting the possibilities of financing social programs. On the other hand, in an unstable economy, it can play the role of a kind of "buffer", providing employment and income for the population. This paper examines the causes of the growth of the shadow economy, its main manifestations, scale, as well as the consequences for the formation and execution of the state budget. Particular attention is paid to the mechanisms for identifying and reducing the shadow sector as a condition for increasing fiscal sustainability and transparency of economic policy.
