At the beginning of the 20th century, the city of Karshi was one of the important administrative and economic centers of the Bukhara Emirate. The city was the center of the Karshi bey, which was governed by a bek appointed by the emir. Karshi was an important strategic city located in the southern part of the emirate. The city served as the administrative center of the bekstvo, from where the surrounding villages and districts were governed. Tax collection, maintenance of order and administration of justice in the bey were carried out on the basis of the laws of the emirate.
