Annotatsiya

This paper examines the transformative potential of Digital Twin (DT) technology as a methodological framework for enhancing urban infrastructure asset management. Drawing on empirical evidence from smart city implementations in Singapore, Amsterdam, and Helsinki, the study develops a structured implementation roadmap specifically tailored for mid-sized cities in transitional economies. The proposed Digital Twin Asset Management Framework (DT-AMF) integrates real-time sensor data, Building Information Modelling (BIM), and predictive analytics to shift asset management from reactive to intelligence-driven approaches. Comparative analysis across three cities demonstrates that DT adoption reduced unplanned infrastructure downtime by an average of 62%, lowered maintenance expenditure by 28%, and extended average asset service life by 19% over a five-year implementation period.
