Annotatsiya

This article provides an in-depth historical-legal and institutional analysis of the formation and development of the public administration system in the transport sector of the Republic of Uzbekistan. The author proposes a novel scientific periodization concept based on the principle of administrative-legal continuity, categorizing the evolution of governance into five fundamental stages. The study explores the trajectory from logistical management and “lex mercatoria” traditions in antiquity to the adverse effects of the military-administrative monopoly on transport law during Tsarist Russia and the Soviet regime. By evaluating the legal consequences of the loss of the dispositive nature in freight transport relations, the paper scientifically substantiates the historical and legal necessity of radically liberalizing the transport sector and openly integrating it into the global logistics system within the context of "New Uzbekistan.".
