ORGANIZATIONAL AND MANAGERIAL MECHANISMS FOR ADAPTING INTERNATIONAL EXPERIENCE OF DUAL EDUCATION TO THE HIGHER EDUCATION SYSTEM OF THE REPUBLIC OF UZBEKISTAN

This paper addresses the institutional and organizational challenges surrounding the integration of dual education into the higher education framework of the Republic of Uzbekistan. It critically examines the risks of mechanically adopting foreign (primarily German) frameworks without tailoring them to local labor market dynamics and existing university-industry relationships. Drawing on a comparative analysis of international benchmarks (OECD, UNESCO, ETF) alongside national regulations, the study demonstrates the necessity of shifting toward a multi-stakeholder partnership model where employers act as co-educators. The author establishes concrete selection criteria for identifying degree programs suitable for dual delivery and outlines a digital workflow model to facilitate seamless coordination among participating parties.
