This paper provides a comprehensive scientific examination of the methodological foundations for protecting and preserving cultural heritage sites and historic buildings through asset management. A complex assessment system is proposed for tangible and intangible cultural heritage assets at UNESCO World Heritage sites in Samarkand, Bukhara, and Khiva, as well as over 7,400 nationally protected historical monuments in Uzbekistan. The paper develops a Cultural Heritage Integrity and Baseline Index (CHIBI) formula and evaluates the economic effectiveness of integrating Heritage BIM (HBIM) and 3D laser scanning technologies into asset management processes. A 10-year economic comparative analysis of traditional conservation methods versus digital approaches is conducted. Results demonstrate that systematic HBIM-based monitoring can reduce emergency repair costs by 38–51%, increase the accuracy of conservation decisions by 3.2 times, and significantly expand access to international funding sources.
