Participation of Citizens in Decision-Making on Environmental Issues as a Legal Solution to Environmental Problems

This article examines the legal dimensions of citizen participation in environmental decision-making as a mechanism for addressing ecological problems in Uzbekistan. It analyzes the constitutional and legislative foundations that authorize citizens and civil society institutions to engage in public control over state decision-making processes of environmental significance. The study explores the relationship between human interests and environmental protection objectives, demonstrating that citizen involvement constitutes both a legal right and a governance imperative. Drawing on current Uzbek legislation and strategic policy documents, including the “Uzbekistan 2030” Strategy approved by Presidential Decree No. PF-21 dated 16 February 2026, the article identifies gaps in the normative framework governing citizen participation and proposes concrete avenues for legislative development. The findings indicate that while the legislative basis for public participation formally exists, it remains inadequately operationalized in practice, particularly regarding state environmental decision-making. Strengthening citizen participation mechanisms is argued to be essential for achieving sustainable environmental governance in Uzbekistan.
