MEASURING LOGISTICS EFFICIENCY AT KEY BORDER PORTS IN CHINA: A GENERALIZED DEA APPROACH BASED ON PANEL DATA

The study measured the logistics efficiency of China’s principal land border ports and explained the differences observed among them. The author defined border port efficiency as the ratio of the gain in port competitiveness to effective construction investment within one year, and built an index system with fixed asset investment per unit area as the input and cargo volume, passenger flow and vehicle flow as the outputs. A generalized data envelopment analysis model for panel data was applied, with 2017 taken as the base year for the production possibility set. Ten first-class highway ports were evaluated for 2018-2021 and grouped into three efficiency classes. The results showed that investment returns depended on the developmental stage of each port rather than on investment volume alone.
