This article presents a comparative analysis of the Singapore anti-corruption model and Uzbekistan's anti-corruption system through the lens of ISO 37001 and the OECD Public Integrity Indicators. The effectiveness of the Singapore model is found to stem from the systemic interdependence of its core elements: institutional independence, incentive structure, and integration with financial monitoring. Three structural gaps in Uzbekistan's system are identified and practical proposals for addressing them are formulated.
