ISSUES REGARDING THE ASSIGNMENT AND IMPLEMENTATION OF RESPONSIBILITIES AMONG PUBLIC SAFETY ENTITIES BASED ON SECTOR, TERRITORY, AND FUNCTIONAL AREAS

This article examines current problems related to the allocation and implementation of responsibility among the subjects of public safety by sphere, territory, and areas of activity. The author explores issues such as the lack of clearly defined boundaries of authority among state bodies and other entities operating within the public safety system, the duplication of functions, or, conversely, the absence of assigned responsibility in certain areas. The study highlights coordination problems in the territorial distribution of responsibility, as well as the insufficient development of functional powers across different areas of activity (prevention, control, response, etc.). Comparative-legal, systemic-analytical, and logical methods were applied in the course of the research. Based on the findings, scientifically grounded proposals and recommendations are formulated aimed at improving the coordination of activities among public safety subjects.
