STRATEGIC DIRECTIONS OF PUBLIC-PRIVATE PARTNERSHIP COOPERATION IN THE GREEN ECONOMY OF UZBEKISTAN

This article investigates the strategic directions for advancing Public–Private Partnership (PPP) cooperationin fostering the green economy of Uzbekistan. Growing environmental challenges, including climate change, naturalresource scarcity, and ecological degradation, underscore the need for sustainable development models. PPPs representan effective mechanism for mobilizing private investment and accelerating green transformation, particularly in countrieswith limited fiscal capacity. The study identifies the fundamental drivers for PPP expansion in Uzbekistan, such asinfrastructure modernisation, technological upgrading, and environmental pressures. Six priority cooperation domainswere analysed: renewable energy, sustainable transport, water resource management, waste processing, green urbaninfrastructure, and climate-smart agricultural technologies. Empirical evidence from ongoing PPP projects—includingACWA Power’s large-scale wind and solar energy projects and regional waste management clusters—demonstrates theirpositive contributions to green investment flows and sustainable development. These initiatives facilitate technologytransfer, promote low-carbon solutions, create green jobs, and enhance environmental performance. The findings confirmthat PPPs act not only as a financial instrument but also as a catalyst for innovation, institutional capacity-building, andlong-term economic resilience. Strengthening PPP-based cooperation is aligned with the objectives of the Uzbekistan’sdevelopment priorities until 2030 and the National Green Economy Strategy. The study proposes policy recommendationsto improve the regulatory framework, expand green financing tools, and reinforce institutional mechanisms to accelerateUzbekistan’s transition towards a green and climate-resilient economy.
