FOREIGN EXPERIENCE IN ENSURING FINANCIAL STABILITY OF ELECTRICITY NETWORK ENTERPRISES

This article provides a comparative analysis of the experiences of the UK, Italy, France and South Korea in ensuring the financial stability of electricity grid enterprises. The study examines the tariff policy, debt burden, investment activity, digitalization processes and profitability indicators of National Grid, Enel, Enedis and KEPCO. According to the results of the analysis, cost-recovery tariffs, a regulated asset base, an acceptable debt limit, smart meters and an assessment of the effectiveness of investments are the main factors of financial stability. Based on foreign experience, it is proposed to reduce the gap between the tariff and the cost, reduce electricity losses and receivables, and set internal limits for financial indicators in Regional Electric Networks JSC. The implementation of these proposals will serve to increase the liquidity and profitability of the enterprise, reduce the debt burden, and expand long-term investment opportunities.
