Improving educational quality in higher education institutions (HEIs) hasbecome a strategic priority in response to expanding access, increased accountability, rapiddigitalization, and shifting labor-market demands. While many reforms emphasize structuralgovernance and accreditation, sustainable quality improvement is largely determined bypedagogical mechanisms operating within teaching–learning processes and institutional cultures.This article develops an integrative, research-informed framework describing how HEIs can raiseeducational quality through coherent mechanisms at course, program, and institutional levels.Using an integrative review design, the study synthesizes established theories of learning andcurriculum (constructive alignment, outcomes-based education, assessment for learning),evidence on active and student-centered pedagogy, and contemporary approaches to qualityassurance and learning analytics
