Today, a clear, stable and promising system of procedures for assessing the activities of higher educational institutions is being created in our country. The problems of improving the quality of education considered in this paper allow us to formulate scientific approaches to the definition of methodological foundations of the quality management system of education at the University, the development of methods of formation, implementation and practical use of both the quality management system of the University and its subsystems. In addition, the article analyzes that the quality of education is currently one of the main components of human qualities and is the main mechanism for the formation of public consciousness, the development of science and culture. The concept of monitoring the quality of education is considered as the basis for the implementation of quality management system in educational institutions with the involvement of the idea of quality systems "TQM". The relevant conclusions on the creation of a quality management system of education in educational institutions are given.
