THE NEEDS OF PEOPLE WITH DISABILITIES IN EMERGENCY SITUATIONS: THE ROLE OF SOCIAL CAPITAL

The article highlights the issue of global climate change and its impact on people withdisabilities. The results of an in-depth interview of EMERCOM staff are presented in order to identifytheir readiness to respond to the needs of people with disabilities in emergency situations and identifyproblems that arise during the evacuation process. The article presents the results of an expertinterview conducted in June 2024, during which the important role of social capital was identified.The article highlights the results of a pilot training organized jointly with the Ministry of EmergencySituations in August 2024. Based on the results of the training, practical recommendations have beendeveloped to improve technology and work with people with disabilities in the context of climatechange. The study revealed that social capital contributes to the mobilization of resources at thecommunity level in the face of emergencies. Communities with a high degree of trust and cooperationare more successful in organizing evacuation, relief distribution, and disaster recovery.
