Art education cluster as a driver of cultural and educational development: a conceptual framework from Uzbekistan

Art education is increasingly acknowledged as a key driver of cultural sustainability and creative workforce development. In recent years, cluster-based approaches have emerged as integrative models that link art education, creative practice, and cultural policy. However, existing research on art education clusters is predominantly centered on Western and East Asian contexts, while transition economies, particularly Central Asian countries, remain underexplored. The purpose of this study is to develop a conceptual framework for art education clusters by examining the case of Uzbekistan. The scope of the research focuses on the structural and functional characteristics of art education clusters within a national cultural and educational system. A qualitative conceptual methodology was employed, integrating theoretical literature review, policy document analysis, and examination of institutional practices in Uzbekistan’s art education sector. Rather than empirical data collection, the study emphasizes theory-building to explain how art education clusters operate as coherent socio-cultural systems. The findings propose a conceptual framework that defines art education clusters as integrative structures connecting cultural and educational policy, formal art education institutions, informal creative environments, and creative competency development. The study highlights the importance of coordinated state policy and the interaction between formal and informal learning environments in fostering continuous creative development and broader socio-cultural outcomes. This framework offers a transferable analytical model for other transition economies.
