REMOTE CONSULTATION OF EYEWITNESSES TO INCIDENTS: ASSESSMENT OF STAFF READINESS AND IMPLEMENTATION BARRIERS IN THE EMERGENCY MEDICAL SERVICE OF THE REPUBLIC OF BELARUS (PILOT STUDY)

Objective. To assess the level of readiness among Emergency Medical Services (EMS) personnel in the Republic of Belarus for the implementation of a remote first aid consultation system (RFACS), and to identify subjective barriers to its effective use, as perceived by the respondents themselves. Materials and Methods. A review of the relevant literature was conducted (PubMed, Google Scholar, eLibrary, 2010–2024), as well as an anonymous survey of 149 EMS employees from four regions of the Republic of Belarus (dispatchers, paramedics, ambulance physicians, managers). Data processing was performed using descriptive statistics (percentage calculations). Results. The majority of respondents recognize the necessity of RFACS (91.9%) and support the development of detailed protocols (89.3%). The main expected effect is the optimization of dispatcher work (66.4%). The key barrier, as indicated by 65.8% of respondents, is the unwillingness of bystanders to follow instructions. Significant systemic issues identified include the absence of unified protocols (37.6%), high workload (30.2%), and concerns about legal liability (30.9%). A deficit in training was revealed: 64.6% of dispatchers have not received specialized training in RFACS. Conclusion. There is a clear demand for the implementation of RFACS in the EMS system of Belarus. Priority areas for overcoming the identified barriers include the development of standardized protocols, implementation of dispatcher training programs, and improving the public's competence in first aid.
