Socio-ethical characteristics of the manifestation of the phenomenon of intellectual migration in Uzbekistan

This study provides a socio-philosophical analysis of the specific features of intellektual migration and human capital mobility in Uzbekistan within the context of globalization. Based on a comparative approach, the article examines the impact of the transition from the traditional concept of “brain drain” to the modern paradigms of “brain gain” and “brain circulation” onthe moral environment of society, the institution of the family, and the transformation of values. Furthermore, attention is focused on the issues of expanding cooperation with the diaspora abroad, mitigating conflicts between recipient and donor societies, and directing human capital toward national development within the framework of institutional reforms.
