YOUTH UNEMPLOYMENT AND THE DIGITAL SKILLS GAP IN THE REPUBLIC OF KARAKALPAKSTAN: A DIFFERENTIATED POLICY MODEL FOR K-3 CLUSTER REGIONS

Аннотация
This article analyzes the problem of youth unemployment and the digital skills gap in the Republic of Karakalpakstan based on official statistical data for 2020–2025. The study proposes a differential policy model for the K-3 cluster regions (Chimbay, Kegeyli, Amudarya, Ellikkala, and Nukus districts). Karakalpakstan is one of the developing regions of Uzbekistan, where the Aral Sea ecological crisis, limited infrastructure, and structural imbalances in the labor market significantly constrain the economic activity of young people. Based on a cluster approach, the article develops a specific system of measures for digital literacy, vocational retraining, and entrepreneurship support tailored to each region.
