Abstract

This article develops a methodology for assessing staff turnover in higher education institutions and demonstrates its practical application using the example of Chirchik State Pedagogical University. The relevance of the study is determined by the lack of official statistical data on the level of staff turnover in the higher education system of Uzbekistan. The author proposes an assessment model based on Turnover Rate and Retention Rate indicators, and analyzes real data for 2021–2025. The analysis found that the average turnover rate at the university was 2.3 percent, which is significantly lower than international norms. The results obtained are of practical importance for improving personnel policy in higher education institutions.
