Abstract
This article provides a comprehensive analysis of the current public procurement system in the Republic of Uzbekistan, including its legal, organizational, and economic foundations. The study examines key challenges such as determining the initial price, the high share of direct contracting, the influence of the human factor in tender procedures, insufficient integration of electronic procurement platforms, and weaknesses in conflict-of-interest detection mechanisms. It also reviews international best practices and offers evidence-based conclusions and practical recommendations for adapting them to Uzbekistan's public procurement system.
