This article examines human capital development based on the experiences of developed countries such as Singapore, Japan, Germany, the United States, and Finland. Using comparative analysis of key indicators—education coverage, child mortality rate, unemployment, and the Human Capital Index (HCI)—the study shows that countries with high HCI values also demonstrate strong economic performance, quality healthcare and education systems, and flexible labor markets. The paper highlights the growing importance of digital literacy, reskilling, and upskilling in the context of rapid technological change and the challenges posed by the COVID-19 pandemic. It concludes by offering strategic policy recommendations for Uzbekistan, drawing from international best practices in fostering sustainable human capital.
