Enhancing Administrative Offence Proceedings by Internal Affairs Bodies in Light of Presidential Reform Priorities in Uzbekistan (2025–2026)

This study investigates the significance of improving administrative offense proceedings by internal affairs (police) organs of the Republic of Uzbekistan in implementing priority tasks established by Presidential Resolution No. 1 of January 3, 2025, and Presidential Resolution No. 1 of January 5, 2026. Employing a qualitative doctrinal legal analysis and comparative research methodology, the study examines the legal framework governing administrative proceedings, identifies procedural gaps, and evaluates reform directions. The results demonstrate that current administrative proceedings contain systemic weaknesses in documentation, timeliness, digital integration, and inter-agency coordination that limit effective implementation of the resolutions’ mahalla-based crime prevention and rapid-response objectives. The study concludes that targeted procedural reforms, digital transformation, enhanced accountability mechanisms, and rights-protection improvements are essential for transforming administrative proceedings into an effective instrument of presidential priority implementation.
