Development and Improvement of Uzbekistan’s Legislation on Cybersecurity in International Commercial Arbitration

This study investigates the legislative framework of the Republic of Uzbekistan governing cybersecurity within the context of international commercial arbitration. As arbitration proceedings increasingly migrate to digital environments, issues of data protection, electronic evidence integrity, and the security of virtual hearings have become central to dispute resolution practice. Using a qualitative doctrinal and comparative legal analysis methodology, this research systematically reviews national laws, presidential decrees, and international standards applicable to both cybersecurity and arbitration in Uzbekistan. The findings indicate that while Uzbekistan has made measurable legislative progress through its Law on Cybersecurity (2022) and the Digital Uzbekistan 2030 Strategy, substantial gaps remain in explicitly addressing cybersecurity obligations within arbitration proceedings. The study concludes that proactive legislative reform, alignment with international standards, and interdisciplinary coordination among legal practitioners, technologists, and policymakers are essential to modernizing the country's arbitration framework.
