FINANCIAL MODELS IN THE EDUCATION SECTOR: A COMPARATIVE INSTITUTIONAL ANALYSIS OF STATE, PRIVATE, AND MIXED FUNDING SYSTEMS

The financing of the education sector has increasingly evolved from a predominantly statefundedmodel toward more diversified arrangements involving private and mixed funding mechanisms. Thistransformation reflects the need to optimize public resources, meet the growing demand for high-quality education,and further strengthen efficiency and accountability. This article provides a comprehensive comparative analysisof state-funded, private, and mixed financing models in the education sector, with particular emphasis on theirstructural characteristics, governance implications, and long-term financial sustainability.Using a qualitative comparative methodology grounded in public goods theory, human capital theory,and institutional economics, the study examines how different financing models influence equity, efficiency,risk distribution, and institutional adaptability. The analytical comparison, supported by structured tables,demonstrates that state-funded systems remain fundamental to ensuring equitable access to educationand possess considerable potential for further development through effective resource allocation anddiversified financing instruments. Private financing models contribute to greater efficiency and innovation,while appropriate institutional safeguards can help enhance inclusiveness and mitigate the effects of marketfluctuations. The findings indicate that mixed financing models, when supported by effective governance andwell-developed regulatory frameworks, provide a balanced, adaptable, and resilient approach to financingeducation.The article contributes to the international literature by systematizing education financing models withina sustainability-oriented analytical framework. It also offers practical insights for designing financing systemscapable of harmonizing social objectives, institutional development, and long-term financial viability in bothdeveloped and emerging economies.
