DIGITAL MODERNIZATION OF UZBEKISTAN’S ELECTRICITY DISTRIBUTION GRID: SMART-GRID INVESTMENT, LOSS REDUCTION AND DEMAND GROWTH TO 2030

This study investigates whether the modernization of Uzbekistan’s electricity distributioninfrastructure can keep pace with rapidly increasing electricity demand. Unlike a purely descriptive assessmentof consumption growth, the paper focuses on the economic role of smart-grid investment, distribution-lossreduction, renewable-energy integration and digital monitoring. The empirical basis combines the user-suppliedstudy with external evidence from the International Energy Agency and the World Bank. Electricity consumptionincreased from 45.7 TWh in 2016 to about 71 TWh in 2025 in the supplied dataset. External scenarios indicatethat demand could exceed 100 TWh and, in a more recent World Bank assessment, 120 TWh by 2030. Atthe same time, distribution losses were 12.47% in the IEA historical baseline and approximately 13% in 2024according to the World Bank. The analysis shows that the modernization challenge is therefore not onlycapacity expansion but also network efficiency. A 6.5% distribution-loss target would represent a reduction ofroughly one half relative to the 2024 level. The 2025 World Bank-supported program - combining 6,000 kmof low-voltage network construction and modernization, 1,200 transformers, 150,000 smart meters and 4,000data concentrators - illustrates the shift toward data-driven distribution management. The paper concludesthat digital distribution reform, renewable integration and investment governance should be implemented as aunified modernization mechanism.
