Abstract
This article argues that the distribution of information needs into relatively independent, diverse needs leads to the emergence of information culture, which means that there are certain skills in meeting information needs. At the same time, information culture is an activity aimed at optimizing all types of information communications, the nature of society and the level of development of society as the main part of information culture.
