THE CENTRAL ROLE OF THE RULER’S PERSONALITY IN THE STATE SYSTEM

Abstract
This article analyzes the central role of the ruler’s personality within the state system from political-philosophical, historical, and institutional perspectives. The study examines the concepts of rulership in Eastern and Western political thought, the importance of personal factors in governance, and the influence of strong leadership on social development. In addition, the role of the ruler in political legitimacy, social stability, and the functioning of state institutions is explained through historical examples. The findings demonstrate that the personal factor in public administration possesses significant strategic importance.
