APPLICATION OF CIVIL-LEGAL RESPONSIBILITY TO THE STATE: PROBLEMS AND SOLUTIONS

Аннотация
The article analyzes the specifics of the civil liability of the state, which is an "independent" subject of civil law. It is noted that when applying civil liability to the state, first of all, it should be taken into account that the state is a complex structure. Issues related to the subsidiary responsibility of the state, participation in production sharing agreements, participation in public-private partnerships are identified. It is concluded that the damage must be compensated by the guilty body itself or the body to which the official belongs. As a result, certain proposals were made.
