THE FORMATION OF JUSTICE AUTHORITIES IN SURKHANDARYA REGION DURING THE EARLY YEARS OF UZBEKISTAN’S INDEPENDENCE (1991–2000)

Аннотация
The article analyzes the process of formation of justice bodies in Surkhandarya region in 1991-2000 from a historical, institutional and socio-legal point of view. The study covers the legacy of governance from the Soviet era in the early years of independence, the need to transition to a new national legal system, the organizational strengthening of justice bodies at the regional level, personnel issues, legal advocacy, work with citizens' appeals, and the practical development of notary and advocacy institutions. The uniqueness of Surkhandarya region as a border region, the high proportion of the rural population, the gradual increase in the need for public services, and practical difficulties in forming a legal culture make it necessary to study the history of the justice system in a local context.
