THE REASONS FOR COMMITTING A CRIME IN A STATE OF STRONG MENTAL EXCITEMENT AND ISSUES OF ITS PREVENTION

Abstract
In this article, the author highlighted the reasons for committing a crime in a state of strong mental excitement and the specifics of issues of its prevention. The author notes that victimological prevention of crimes committed in the event of an attack should be aimed, first of all, at immediate intervention in a conflict situation arising between the participants, at normalizing the conflict situation between them, as well as at carrying out preventive work with persons with increased malice. According to the article, affect is studied primarily as a psychological concept. Affect is understood in general psychological science as "an emotional process that engulfs a person in a short time, leads to a significant change in consciousness, violates his volitional control (leads to loss of self-control), and also causes a change in the entire functioning of the body." In criminology, general and special criminological types of crime prevention differ from each other. In this case, measures related to both types can be implemented at several stages of crime prevention. The author believes that in the general prevention of crimes committed in the event of an attack, it is necessary to pay attention to the following. First of all, when preventing crimes committed in the event of an attack, it is necessary not only to prevent the initial and main causes leading to the commission of a crime, but also to train persons who are quickly exposed to these causes and factors. Secondly, when educating this category of persons, it is advisable to form their skills of struggle for the formation of qualities and values useful to society, for the absence of negative mental experiences in their behavior in the event of various mental difficulties. The most important one came to the conclusion that when educating a person from youth, it is advisable to form not only a culture of behavior, but also an emotional culture.
