CITIZENS AS SUBJECTS OF THE RIGHT OF LEGISLATIVE INITIATIVE: ANALYSIS OF THEORETICAL AND LEGAL FOUNDATIONS

This article analyzes the right of legislative initiative and its specific features, the legal consequences of the establishment of citizens as subjects of the right of legislative initiative, and foreign experience in this regard. Also, the article describes the approach to the issue of defining citizens as subjects of the right of legislative initiative in the ongoing constitutional reforms. In particular, the correctness of giving citizens the right to come up with legislative proposals, not as subjects of the right of legislative initiative, is justified.
