THE HISTORICAL DEVELOPMENT OF SOCIAL POLICY TOWARD PERSONS WITH DISABILITIES IN UZBEKISTAN DURING THE YEARS OF INDEPENDENCE (1991–2025)

Abstract
The article examines, from a historical perspective, how state social policy toward persons with disabilities has developed in Uzbekistan since independence. The topic is studied through three periods: moving away from the Soviet legacy and adopting the first laws (1991–2008), the gradual improvement of the social support system (2008–2017), and the fundamental reforms of the "New Uzbekistan" period (2017–2025). The laws adopted and the changes in social protection, employment, and education in each period are analyzed on the basis of documents and statistical data.
