This article examines the historical development of the mahallas of Surkhandarya Region, their stages of formation, and their role in society based on historical sources. The research draws on written sources, archival documents, statistical data, periodical publications, and scholarly literature to analyze the evolution of the mahalla institution. Particular attention is paid to the functions of mahallas in social governance, neighborhood relations, the preservation of national traditions, and the system of local self-government during different historical periods. The study also evaluates the reforms implemented during the years of independence, highlighting their contribution to strengthening the legal status and expanding the powers of the mahalla institution, as well as its growing role in the development of civil society.
