Employment of the Urban and Rural Population in the Fergana Valley: a Historical-comparative Analysis (1991–2025)

The article provides a historical-comparative analysis of urban and rural employment provision in the Fergana Valley in 1991–2025. Drawing on archival and statistical sources, it examines the industrial base of urban employment and its crisis, the “locomotive” role of joint ventures, the phenomenon of “agro-towns” produced by the 2009 administrative reclassification, and the specific problems of rural employment – agrarian overpopulation, hidden unemployment, and seasonality. The four-stage periodisation of urban and rural employment policy is compared, and the article substantiates a shift of the employment centre of gravity from agriculture towards industry, services, entrepreneurship, and external labour migration.
