PROSPECTS FOR IMPROVING RULE-MAKING IN THE REPUBLIC OF UZBEKISTAN

At the same time, the successful implementation of the planned large-scale reforms largely depends on the legislative framework that has been formed over the past years, as well as the quality of the rule-making process. The existing shortcomings in this direction lead to the continuation of the negative practice of disjointed regulation of social relations in various areas, which becomes the cause of legal conflicts, discrepancies and difficulties in law enforcement. Taking this into account, this scientific article analyzes in detail the issues of improving the organizational and legal framework for implementing rule-making in our country on the basis of legislation. This article also puts forward proposals for the practice of legislation and law enforcement in order to increase the creativity of norms in our country.
