ISSUES OF “SOCIAL DUTY (RESPONSIBILITY)” IN THE NEW CONSTITUTION OF UZBEKISTAN ARE THE BASIS FOR THE DEVELOPMENT OF RIGHTS OF ENTREPRENEURS

Abstract
This article analyzed the issues of protecting the rights of business entities and ensuring legal guarantees for their business activities, enshrined in Chapter 12 of the new Constitution of the Republic of Uzbekistan adopted in 2023. The concept of “social responsibility” of the state in relation to business entities has been studied. It is substantiated that the issue of social responsibility is a priority task in the implementation of the state’s social policy. The article also makes a conclusion about what tasks the state should take on when implementing social responsibility and whether there should be real mechanisms for protecting the rights of entrepreneurs guaranteed by law in this process. When covering the study, attention was paid to the opinions of foreign authors on the concept of “social responsibility” and the issue of its reflection in legislation was compared. Along with the above, the article presents the legal status of forms of public-private partnership, their features, and also, based on the analysis, proposals for legislation were presented.
