USING DIGITAL TECHNOLOGIES TO ENHANCE TRANSPARENCY AND ACCOUNTABILITY IN HUMAN BIOMECHANICAL MODIFICATIONS

Abstract

In the current era of advancing information technology, groundbreaking technologies such as neural implants, bionic limbs, and augmented exoskeletons are rapidly transforming human biomechanical capabilities, offering great potential but also introducing certain risks. Traditional regulatory approaches, however, are not always effective enough to control such technologies. This article explores the potential of new digital solutions—such as blockchain, artificial intelligence (AI), and decentralized data platforms—to enable flexible, inclusive, and ethical governance of human enhancement. It emphasizes the need to apply these technologies to improve transparency, accountability, user protection, and safety within the human enhancement ecosystem. Recommendations are provided for the responsible integration of digital tools into hybrid control systems for enhancement technologies through participatory design, phased implementation, and advanced governance. Countries like Uzbekistan have a unique opportunity to test these approaches in collaboration with developers, policymakers, and civil society. Responsible integration of blockchain and AI technologies into human enhancement systems can lead to positive and ethical outcomes for individuals and society, but achieving these opportunities will require sustained cooperation among all stakeholders.
