REGULATORY GUILLOTINE CONCEPT: ANALYSIS AND INTERNATIONAL EXPERIENCE

Аннотация
This article provides a comprehensive analysis of the essence and content of the "regulatoryguillotine" method, its legal and economic foundations, as well as its application in internationalpractice. The regulatory guillotine is a reform tool aimed at reviewing normative legal acts adoptedby the state and enhancing their effectiveness. This method is used to reduce bureaucracy, eliminateexcessive administrative procedures, and improve the business environment. The article examinesthe history of this method's emergence, the key principles of its application, as well as its advantagesand disadvantages. Furthermore, the study analyzes the experience of implementing this mechanismin various countries, its impact on public administration, the legislative system, and economicdevelopment. Special attention is given to the achieved results in structuring the legislativeframework, reducing administrative burdens, and creating favorable conditions for business entitiesthrough the application of the regulatory guillotine. The article also explores potential challengesthat may arise during the implementation of this method and ways to address them, includingrecommendations for its adaptation to Uzbekistan’s legal system. The research findings aim tohighlight the significance of this methodology in the process of legal reforms and identify ways toenhance its efficiency
