LEGAL NATURE OF PUBLIC DISCUSSION AND ITS ROLE IN IMPROVING THE QUALITY OF REGULATORY LEGAL ACTS: ANALYSIS OF UZBEKISTAN'S EXPERIENCE

The article examines the legal nature and practical aspects of mechanisms for conducting public discussion of draft regulatory legal acts in the Republic of Uzbekistan. The author demonstrates that public discussion is based on principles of direct democracy, citizen participation, and public oversight. The study examines the recognition of this process by international organizations (UN, OECD) as a criterion for «good governance,» the development of the regulation.gov.uz portal, and analysis of national practice. The article studies the stages of public discussion, advantages of electronic platforms, and international experience. Based on the research results, practical proposals have been developed for improving the mechanism for reviewing public suggestions, expanding the participation of civil society institutions, and increasing the effectiveness of discussions.
