ISSUES OF CRIMINAL LIABILITY FOR INDUCING THE POPULATION TO CONSUME SUBSTANCES AND SUBSTANCES THAT POSE A THREAT TO HEALTH

Аннотация
This article provides a scientific and theoretical analysis of criminal liability established for involving (inducing) individuals in the consumption of means and substances that pose a threat to public health, in particular narcotic drugs and psychotropic substances. Based on specific facts and statistical data, the article examines the constituent elements of this crime, its social danger, and the factors contributing to its commission. The norms of the criminal legislation of the Republic of Uzbekistan are subjected to a comparative legal analysis with the experience of developed countries (Germany, the United States, France, and others), and aspects of foreign practice that may be implemented into the national legislation of Uzbekistan are identified. The article also highlights the views of domestic and foreign legal scholars in the field of criminal law, as well as trends in international and national legislation. As a result, conclusions and proposals are formulated for improving legislation aimed at counteracting involvement in the consumption of narcotic drugs.
