FOREIGN PROSECUTORIAL PRACTICES IN HANDLING PETITIONS AND THEIR IMPLEMENTATION INTO NATIONAL LEGISLATION

Аннотация
This article examines the implementation of the constitutional right of individuals and legal entities to petition and the role of prosecutorial authorities in ensuring this right. The author analyzes the experience of foreign countries, classifying prosecution offices into various models depending on their position within the state system. Using the examples of France, Germany, the USA, South Korea, Latvia, Russia, Kazakhstan, Belarus, Georgia, Switzerland, and others, the mechanisms of handling and supervising petitions are comparatively studied. The article argues for the necessity of incorporating principles such as fairness, humanism, accountability, and personal responsibility into the national legislation governing the consideration of petitions. It is concluded that borrowing and adapting positive foreign practices will strengthen prosecutorial oversight over the implementation of laws and guarantee the effective realization of the petition rights of citizens and organizations in the Republic of Uzbekistan.
