THE ISSUE OF LIABILITY FOR JUVENILE HOOLIGANISM IN THE EXPERIENCE OF FOREIGN COUNTRIES

Аннотация
This article analyzes the issue of liability for juvenile hooliganism in the experience of foreign countries. Additionally, the article analyzes the criminal law experience of foreign countries based on a comparative legal methodology, examining international standards of liability for juvenile hooliganism and the specifics of national legislation. Additionally, the article analyzes how the issue of juvenile delinquency is resolved in accordance with foreign legislation and international standards. In the article, the author touches upon international standards and UN requirements for foreign countries, expressing his opinion that international legal standards are methodologically important in determining criminal liability against minors, and the "Minimum Standard Rules for the Administration of Juvenile Justice" (Beijing Rules), adopted by the UN General Assembly, should be considered a fundamental guiding document in this field. The author of the article also touches upon the issues of liability for juvenile delinquency, especially hooliganism committed by them, in the legislation of the Federal Republic of Germany, the United Kingdom, France and the Russian Federation, and the Republic of Kazakhstan, and gives his conclusions.
