THE ROLE OF CULTURAL CONTEXT IN VOCATIONAL EDUCATION: THE CASE OF SAUDI ARABIA AND UZBEKISTAN

This article examines the role of cultural context in shaping vocational education and training (VET) systems,focusing on the comparative analysis of Saudi Arabia and Uzbekistan. The study analyzes how cultural values, socialnorms, and historical backgrounds influence the perception, accessibility, and effectiveness of vocational education. Usinga mixed-methods approach, the research identifies key challenges such as low social prestige of vocational professions,skills mismatch, and gender-related constraints, as well as opportunities for reform through culturally responsive policies.The findings highlight that successful transformation of VET systems requires not only institutional reforms but alsochanges in societal attitudes and cultural perceptions. The study contributes to the understanding of how cultural factorsinteract with economic and educational policies in shaping human capital development
