CONCEPTUAL FOUNDATIONS OF IMPLEMENTING AGILE MANAGEMENT IN PUBLIC ADMINISTRATION

Abstract
This scientific article analyzes the conceptual foundations, theoretical and methodological aspects, and practicalsignificance of implementing Agile management approaches in the public administration system. The accelerating processes ofglobalization, digitalization, and socio-economic development require public administration bodies to establish a highly adaptivemanagement system capable of rapid decision-making and focused on meeting citizens’ needs. From this perspective, Agile managementprinciples are regarded as an important tool for improving the efficiency of public administration, enhancing management processes, andfostering innovative governance mechanisms.The study examines the possibilities of adapting the core components of the Agile philosophy—iterative development, teamwork,rapid analysis, and continuous improvement—to the public sector. In addition, based on international experience, the paper explores thepriority areas for applying Agile methodologies in the digitalization of public services, project management, and strategic planning. Theresearch findings provide a scientific and practical basis for developing recommendations aimed at establishing a flexible governancemodel, improving the quality of public services, and optimizing management processes within public administration bodies
