THE INSTITUTIONAL MECHANISM FOR THE INNOVATIVE DEVELOPMENT OF THE RAILWAY NETWORK

This article develops an institutional mechanism for the innovative development of the railway network, with afocus on state policy. The purpose is to substantiate a governance structure that enables rather than obstructs innovation. Thestudy identifies the core institutional problem as a regulatory gap: technology advances exponentially while regulation adaptsslowly, so that safety-enhancing innovations wait, stall, or leave the sector. Drawing on recent reforms — the creation of a singledirecting body for the railway, adaptive performance-based regulation, and dedicated innovation gateways integrating startupsand research — a three-level mechanism is proposed, linking long-term strategy, institutional design, and delivery.
