This article examines an improved conceptual model for youth entrepreneurship development. The relevance of the study is that government bodies, financial institutions, educational institutions, business infrastructure, and digital platforms operate in isolation, reducing the continuity of the support process. The purpose is to develop a five-block conceptual model integrating all stakeholders into a unified management system. Systemic approach, structural-functional analysis, and comparative analysis methods were used. The model is practically substantiated through a seven-stage adaptive mechanism based on the PDCA philosophy and a results transformation model. The functional roles and interrelations of five stakeholders were systematized and compared against the traditional fragmented approach. Results showed that the proposed model fundamentally differs from the traditional system in terms of institutional linkage, support character, and evaluation system. The findings are of practical relevance for policymakers and the Youth Affairs Agency.
