THEORETICAL FOUNDATIONS FOR IMPLEMENTING PROFESSIONAL MANAGEMENT MODELS IN HOUSING AND COMMUNAL SERVICES MANAGEMENT

This article investigates the theoretical and methodological foundations for implementing professional management models in the management of housing and communal services (HCS). The purpose of the study is to identify the conceptual boundaries of the transition from administrative-command management methods to a managerial approach and to substantiate the mechanisms for the practical implementation of this process. The article analyzes classical management theory (Fayol and Weber), the concept of professional management (Drucker), the theory of New Public Management (Hood, Osborne and Gaebler), and the Competing Values Framework developed by Quinn and Rohrbaugh, adapting these approaches to the housing and communal services sector. The research methodology is based on content analysis of regulatory and legal documents, historical-comparative analysis, and a systems approach. As a result, a theoretical management model consisting of four structural components (institutional, human resources, financial-economic, and digital-information) was developed, and a comparative characterization of traditional and professional management models was presented.
