TRANSBOUNDARY WATERS OF CENTRAL ASIA AND THEIR IMPACT ON THE FORMATION OF WATER CADASTRAL INFORMATION OF UZBEKISTAN

Аннотация
The article analyzes the current state of international and national legal regulation of the problems of using transboundary waters in Central Asia on the example of Kazakhstan and Uzbekistan. Based on the analysis of the water legislation of Kazakhstan and Uzbekistan, the authors have identified common and distinctive features of regulating the problems of internal water use, expressed in the maintenance of a water cadastre (on the example of Uzbekistan) based on the use of transboundary water resources. In addition, advanced foreign experience in the field of transboundary water supply in the United States and Canada was studied, as well as the practice of using the Rhine River, which changed the unilateral decision on the use of an international river in the direction of a balanced development of all possible interests of neighboring countries. The article develops proposals for further improvement of international cooperation in the field of balanced use of transboundary waters in Central Asia in order to minimize the risks of infringement of the level of current distribution of domestic water consumption by downstream countries on the basis of joint monitoring of the qualitative state of transboundary waters with further transformation of its results into water cadastres of countries water users.
