THE THEORETICAL AND ORGANIZATIONAL-LEGAL FOUNDATIONS OF THE ACTIVITIES OF TERRITORIAL JUSTICE BODIES

Abstract
This article examines the role of territorial justice bodies in building a rule-of-law state and a civil society, as well as their theoretical and organizational-legal foundations. Based on Presidential Resolution PQ–3666, the study highlights the status of territorial units as independent public administration bodies, the requirement that decisions of local authorities do not enter into force without the positive legal opinion of justice bodies, and the mechanisms of centralized oversight over law-making. Within the framework of institutional reforms for 2024–2025, the article analyzes issues related to strengthening human capacity, ensuring compliance with ethical standards and anti-corruption policies, improving the quality of legal services, and enhancing transparency and accountability. It further examines the practical functions of territorial justice bodies in the digitalization of public services, the provision of legal services through the “Single Portal,” and the protection of intellectual property, as well as their cooperation with civil society institutions. In addition, the activities of territorial justice bodies are compared against international standards, advanced foreign practices, and national experience to identify existing challenges, institutional gaps, and modernization needs. Based on this systematic scientific analysis, the article formulates evidencebased proposals and recommendations aimed at improving their mandates, governance model, digital transformation processes, and mechanisms of interaction with society.
